Parents expecting free education for their children in 2008 were surprised to be slapped with charges for hall maintenance, PTA contribution, toilet usage etc. Subsequently the minister clarified that payment for these charges is "voluntary". How many schools are taking the initiative to refund the monies already collected?( Along - loan shark )
